NCER is one of the regions identified under the Ninth Malaysia Plan for the promotion of balanced and equitable national economic development. It covers the four northern states of Peninsular Malaysia: Perlis, Kedah, Pulau Pinang and Perak.

It is one of five economic corridors in Malaysia that was established to ensure equitable distribution of wealth across the country, in line with national aspirations to become a high-income developed nation.

The region’s economic growth and transformation is driven through various initiatives led by the Northern Corridor Implementation Authority (NCIA).

What is the minimum project cost allowed?

Minimum project cost allowed is RM5,000.
The application is meant for one application for one Project basis and not by project Phases.
The company should submit VPP form BEFORE project completed.
The contract may be TERMINATED, subject to recommendation from NTIC TC and approval from NTIC AC.
CoE User can get services from more than one CoE Provider for a project and maximum funding is as per criteria set.

A. 1st Payment (25%) for project kickstart
i. Proof of project initiation/verification from CoE Provider
ii. Quotation
iii. Any other supporting documents as per requested by NTIC Secretariat

B. 2nd Payment (75%) for project completion
i. Proof of project completion/ verification from CoE Provider
ii. Invoice
iii. Payment Receipt
iv. Any other supporting documents as per requested by NTIC Secretariat

It will take approximately 30 working days from receipt of the completed VPP until approval from the (AC).

Other than filling up the Pre-approval Form, a brief project proposal on a separate attachment should also be included with the following suggested project information:
i. Objectives and background;
ii. Deliverables/ outcomes;
iii. Timeline and milestones;
iv. Proposed activities e.g. information on products/ services/ activities, project location, source of technical know-how; and
v. Costing and financing, e.g. cost items, source of funds.

The NCIT’s Centre of Excellence (CoE) Grant is open to organisation with operations in Perlis, Kedah, Pulau Pinang and Perak to become CoE Users.

As of now the programme is under RMK-12 which is until 2025.
